I was informed that someone had placed a virus in the shoutbox, and it is now therefore gone. It will not be replaced. If you have contracted the virus, you may have to manually delete it. I'll update with more specifics.
UPDATE:

Infected file: C:\Documents and Settings\(*system user name, 
"klin" for me*)\Local Settings\Temporary Internet Files\wserz.js
Virus Name: Trojan.Webkit!html 
The virus could add itself to the restore file or other stuff, 
so please do an extensive virus scan of your system after 
manually deleting the wserz.js file. 
Don't freak. It's not a major threat in terms of hardware 
endangerment.
